Inside Canada’s Composting Systems

Despite growing awareness of food waste, a large percentage of food produced in Canada is wasted, and much of it still ends up in landfills (Government of Canada, 2020). When organics decompose in landfills, methane gas, a potent greenhouse gas, is generated. Composting offers a straightforward solution to this cycle by offering a designated, efficient space for organics to be processed. However, the systems supporting composting are complex and evolving in Canada.
Canada’s composting efforts reflect collaboration of various provincial policies, municipal programs, and national support systems, each tailored to geography, capacity, and political will. They intersect at the shared goal of keeping organic waste out of landfills and converting waste into a valuable resource. Canada aims to halve food waste by 2030 in line with UN Sustainable Development Goal 12.3, while also targeting 30% waste reduction by 2030 and 50% by 2040. These efforts support broader climate goals of cutting emissions 40–45% below 2005 levels by 2030 and reaching net-zero by 2050.
This article provides an inside look at those systems by examining examples such as British Columbia’s enforcement-driven CleanBC strategy, Prince Edward Island’s long-standing Waste Watch program, and the Compost Council of Canada’s role in building national capacity and participation. Together, these systems illustrate how composting systems can succeed in Canada.
British Columbia- Clean BC: Enforcement, Infrastructure, and Process Flow
Under the CleanBC framework, British Columbia aims to divert 95% of residential food and yard waste by 2030, using a multi-faceted strategy that combines funding, enforcement, and operational oversight (Government of British Columbia, n.d.).
A centrepiece to this approach is the CleanBC Organics Infrastructure and Collections Program, which has provided financial support for 23 initiatives encompassing both composting and anaerobic digestion facilities, as well as expansions to household organic waste collection services. They include:
Collection-focused projects

New or expanded curbside organics programs, like those in Kamloops, Vernon, and Powell River.

“Universal” or automated collection systems, integrating garbage, recycling, and organics, like in Campbell River.
Community-scale infrastructure

Local composting systems in smaller or remote communities, like in Invermere, Kitimat, and Summerland.

Indigenous-led projects combining collection with on-site processing, like in the Gitxaala First Nation Community, Kitasoo Xai'xais Nation, and Esk'etemc Community.
Hybrid models
Projects that combine Facility development and Residential collection rollout, like the Cowichan Valley Regional District Universal Curbside Service, and the Boston Bar / North Bend Composting Operation.
These integrated approaches are especially important in smaller jurisdictions where economies of scale are limited.
The program has allocated approximately $38.85 million, with the provincial government covering up to 66% of eligible costs (Government of British Columbia, 2025b).
In addition to funding support, the program incorporates structured accountability and performance tracking. Recipients must submit final reports via standardized templates for infrastructure or curbside projects. Municipalities receive best practice guidance, and funded projects estimate greenhouse gas reductions using a provincial emissions calculator (Government of British Columbia, 2025b).
The CleanBC Organics Funding Program also exists to support broader investments in organic waste management infrastructure. However, this particular funding stream is currently paused as it is undergoing a review process (Government of British Columbia, 2025a).
When it comes to enforcement, Metro Vancouver enforced a regional Organics Disposal Ban, which prohibits food scraps from being landfilled. Waste loads with banned materials incur a variety of steep surcharge fees (Metro Vancouver, 2025). Inspectors regularly audit collection and disposal sites, issuing penalties for non-compliance (Government of British Columbia, 2025c). Recent fines include $120,000 for effluent contamination and penalties for exceeding compost facility capacity (Labbé, 2024; Labbé, 2025).
Further into the facility standards, compliance with the Organic Matter Recycling Regulation (OMRR) requires pre-programmed designs, temperature monitoring, and clear criteria for finished compost and curing stages (B.C. Reg., 2022). Adding another layer to the accountability of the entire system.
Summary of Process in British Columbia
Under CleanBC and regional enforcement efforts, composting in BC follows a regulated and well-supported process:

Collection: Residents separate organics at the source. Municipal curbside programs, expanded through CleanBC funding, collect the waste.

Inspection and Enforcement: Contaminated loads may trigger surcharges or audits under Metro Vancouver’s Organics Disposal Ban. Facilities are also subject to environmental compliance inspections.

Processing: Waste is treated at composting or anaerobic digestion facilities that meet OMRR standards.

Funding and Oversight: Provincial grants support infrastructure upgrades, while recipients report on performance and emissions reductions using standardized tools.
This integrated process combines public participation, government investment, and regulatory enforcement, making BC’s composting system both scalable and accountable.
Beyond waste reduction, programs under CleanBC create economic and environmental incentives. Diverting organics lowers landfill costs and long-term liabilities, while producing compost and biogas that generate revenue and support local jobs. At the same time, regulations like the Metro Vancouver Organics Disposal Ban and provincial funding encourage participation.
Prince Edward Island Waste Watch: Household Separation to Centralized Composting
Prince Edward Island’s Waste Watch systems exemplify a province-wide, mandatory three-stream waste separation program integrating household sorting with centralized processing to produce Category A compost (Island Waste Management Corporation, 2025). It was first piloted by the Island Waste Management Corporation (IWMC) in 1992, and it remains a cornerstone of PEI’s waste management (Island Waste Management Corporation, n.d.-a).
Residents receive two standardized carts, green for compost and black for landfill, and place recyclables curbside in transparent blue bags. Compost and waste are collected on alternating weeks, while recyclables are picked up monthly. Service calendars and sorting guides are available through IWMC’s app and website (Island Waste Management Corporation, n.d.-b) (Island Waste Management Corporation, 2024).
There are strict sorting rules within the system. Drivers tag or refuse non-compliant and improperly sorted bins, including those containing unacceptable colored bags. Visual compliance is a large value that keeps the system running as it does (Island Waste Management Corporation, 2024).
At the processing end, the Central Compost Facility in Brookfield, which is designed and operated by ADI International, processes up to 30,000 tonnes per year, using 52 stainless steel forced ventilation in-vessel containers. This design prioritizes odour control and groundwater protection (ADI International PEI, n.d.).
The Island Waste Management Corporation continues to give support and oversight to the whole process. It coordinates logistics, fee structures, and facility operations across the province (Prince Edward Island, 2025).
Summary of Process for Waste Watch in Prince Edward Island

At home: Residents sort waste into compost, recyclables, and garbage using colour-coded bins and designated bags.

Curbside collection: Crews collect bins, rejecting and tagging mis-sorted items.

Transport to facility: Clean organics are sent to the centralized in-vessel compost facility.

Processing: Material undergoes controlled in-vessel composting with strict monitoring for safety and quality before becoming Category A compost suitable for agricultural use.
This integrated, island-wide model capitalizes on operational simplicity, strict compliance, and centralized infrastructure to drive high participation rates and effective waste diversion.
The Compost Council of Canada: Capacity Building Behind the Scenes
Since its establishment in 1991, the Compost Council of Canada (CCC) has been a national nonprofit organization dedicated to promoting composting and organics recycling across the country. The CCC plays a pivotal role in enhancing composting practices by providing training, certification, research, and advocacy to support municipalities, the institutional (IC&I) sector, academic institutions, and community organizations (Compost Council of Canada, n.d.-a).
A key initiative of the CCC is the Compost Facility Operator Training Course. This virtual program covers essential composting topics such as carbon sequestration, soil health, composting technologies, and facility success, culminating in an optional certification exam recognized by multiple provinces (Compost Council of Canada, n.d.-b).
In May 2023, the CCC launched the “Advancing Organics Recycling Throughout Canada” initiative to accelerate the adoption of organics recycling programs nationwide. It offers tailored training and technical support to municipalities and businesses. The initiative emphasizes the role of soil and compost in combating climate change by reducing greenhouse gas emissions, improving soil health and biodiversity, increasing agricultural productivity, and enhancing food security and water quality. Funded by the Government of Canada’s Department of Environment and Climate Change, the project reflects a national call to action for environmental stewardship (Compost Council of Canada, n.d.-a).
The CCC also established the Compost Quality Alliance (CQA), a voluntary quality monitoring program that helps compost producers maintain consistent standards using recognized testing methods and uniform operating protocols. This program builds customer confidence by assuring compost quality and encouraging proper end-use practices (Environment Canada, 2013).
While the CCC plays a central role in organics recycling, the current content available on its official website is limited. However, recent conference announcements- such as the advertised November 2025 Conference on Organics Recycling in Ottawa, which highlights developments in infrastructure, policy, research, and market growth (BioCycle, 2025)- along with other publications, indicate that the organization remains active and continues to engage nationally in training, advocacy, and policy development.
While provinces operate independently, the CCC provides training and quality standards that bind Canada’s composting network together.

Organizations like the Compost Council of Canada provide the training, standards, and scientific backing that local programs depend on but often don’t have the capacity to develop on their own.

Scaling remains a challenge.
Even with successful systems, barriers persist: infrastructure gaps, contamination, inconsistent provincial mandates, and uneven program access. The systems in place do work, but they must continue evolving to meet the scale of Canada’s food waste and climate goals.
Conclusion
As Canada pushes toward national food waste reduction and emissions targets, the success of organics diversion will depend on how well local, provincial, and federal systems align. What succeeds in PEI will not be as effective as what succeeds in Vancouver, but both rely on the same principles: clear rules, smart infrastructure, and public engagement. The key is to treat food waste as a resource rather than a liability by aligning infrastructure, policy, and public behaviour so that diversion becomes the default because reducing food waste is one of the fastest, most cost-effective ways to cut methane emissions, strengthen soil health, and build a more resilient, low-carbon economy.
By looking at how programs such as CleanBC, Waste Watch, and the Compost Council of Canada operate behind the scenes, it becomes clear that effective composting is not just about curbside bins or compostable bags. It is about systems that connect policy, operations, education, and science to make composting a durable part of Canada’s climate and waste strategy.
